The First Meeting of the Total Official Support for Sustainable Development (TOSSD) Task Force was organized by the Development Co-operation Directorate (DCD) of the Organisation for Economic Co-operation and Development (OECD) in collaboration with the OECD Statistics Directorate and with the support of the United Nations (UN) Statistics Division and UN Inter-Agency Task Force on Financing for Development (IATF) on 6 July 2017 at OECD Conference Centre in Paris, France. The Meeting was attended by the National Statistics Offices (NSOs) of Colombia, France, Mexico, Philippines, Senegal, South Africa, and United Kingdom; OECD Development Assistance Committee (DAC) and non-DAC providers from Canada, Costa Rica, Denmark, European Union (EU), France, Japan, and United States of America (USA); and partner country development policy makers from Bangladesh, Ghana, and Timor Leste. The Centre was represented by HE Amb. Musa KULAKLIKAYA, Director General, and Dr. Atilla KARAMAN, Researcher.
The TOSSD Task Force has the primary objective to clarify the features of the TOSSD statistical framework and develop recommendations for adjusting or improving the framework (definitions, measurement parameters and methodologies, eligibility criteria).
Co-chaired by Ms. Lisa BERSALES, National Statistician of the Philippines Statistics Authority and Inter-Agency and Expert Group on Sustainable Development Goals Indicators (IAEG-SDGs) Co-Chair, and Ms. Ana Gallo ALVAREZ, Team Leader of Financing for Development for the European Commission, the TOSSD Task Force Meeting started with the Welcoming Remarks of Ms. Martine DURAND, OECD Chief Statistician and Statistics Director. In the Opening Session, the two TOSSD Task Force Co-Chairs also made introductory remarks where they set the scene by describing how TOSSD relates to future SDG monitoring efforts and to today’s development finance context.

During the session on TOSSD-Eligibility of Specific Financial Instruments, HE Amb. Musa KULAKLIKAYA, Director General of SESRIC, proposed the modification of the OECD-DAC Taxonomy of Financial Instruments to accommodate more Islamic Finance instruments as they are used by the member countries of the Organisation of Islamic Cooperation (OIC) for financing the development cooperation among each other. Additionally, Amb. KULAKLIKAYA informed the participants about the Workshop on Development Finance Statistics to be organised by SESRIC in collaboration with the OECD DCD on 12-13 July 2017 in Ankara, Turkey.
The Second Meeting of TOSSD Task Force is decided to be held tentatively on 2-3 November 2017 (venue to be confirmed).
